District Programmes Officer

The National Initiative for Civic Education (NICE) was established in 1999, in 2012 NICE become a Public Trust incorporated under the Public Trustees Act 1968. The overall objective of NICE as an independent and autonomous Trust is to contribute towards strengthening and deepening of democratic process and improved governance in Malawi for accelerated economic growth and poverty reduction.

NICE is inviting applications from suitably qualified candidates to fill the following existing vacant positions.

POSITION: DISTRICT PROGRAMS OFFICER

Job Title: District Programmes Officer
Grade: NC4

Reporting: Civic Education Programmes Officer
Responsible for: None

Purpose of the Job

To manage district civic education programs for effective programs delivery.

Key Roles and Responsibilities 

  1. Provide leadership for the implementation of the NICE Strategic Plan and achievement of results at a district level.
  2. Managing district resources and approving the payment of budgets, invoices, and expenditures
  3. in line with NICE Trust’s approved guidelines and policies.
  4. Building capacity of various key stakeholders and volunteers on aspects of democracy and good governance.
  5. Analysing district needs and actors to provide a good understanding of the local context and priorities for civic/voter education and democratic governance.
  6. Developing monthly work plans and budgets and ensuring of monthly reporting of achievement of results/outcomes and indicators set out in the Strategic Plan.
  7. Fostering good networking and collaboration with other actors, both government and civil society, and taking lead in promoting networks and collaborative efforts throughout the district.
  8. Facilitating district-level meetings for sharing results, learning and best practices between volunteers in different localities.
  9. Mobilizing communities to participate in the implementation of programme activities.
  10. Overseeing the establishment and management of district and community resource centres.
  11. Promoting NICE visibility through use of media to disseminate civic and voter education messages.
  12. Facilitating citizen engagement amongst structures that promote transparency, accountability, and responsiveness.
  13. Supporting peacebuilding initiatives.
  14. Leading in resource mobilization and sustainability initiatives at district level as well as make contributions towards initiatives at national level.
  15. Developing planning documents (AlPs, DPMs, work plans and budgets) and ensuring the achievement of results/outcomes and indicators set out in the strategy and ensuring their linkage to District Development Plans.

Minimum Education Qualifications and Experience 

  1. Bachelor’s degree in social sciences, Education, Business Administration, Governance, Human Rights, or other relevant fields obtained from accredited training institutions.
  2. 3 years of relevant work experience
